Building work that does not require a building consent: Glossary

Term Definition
Alteration In relation to a building, includes to rebuild, re-erect, repair, enlarge and extend the building. (Refer to section 7 of the Building Act 2004.)
Awning A sheet of canvas, metal or glass fixed on a frame and used to shelter a window or doorway.
Building work

Means work for, or in connection with, the construction, alteration, demolition, or removal of a building. It also means work on an allotment that is likely to affect the extent to which an existing building on that allotment complies with the Building Code; and includes sitework (such as excavation).

Conservatory A room with a glass roof and walls, attached to a house and used as a sun lounge or a greenhouse.
Dam

Means an artificial barrier, and its appurtenant structures, that—

(i) is constructed to hold back water or other fluid under constant pressure so as to form a reservoir; and

(ii) is used for the storage, control, or diversion of water or other fluid; and includes—

(i) a flood control dam; and
(ii) a natural feature that has been significantly modified to function as a dam; and
(iii) a canal; but

(a) does not include a stopbank designed to control floodwaters.

Durability Resistance to wear and decay.
Fire-rating performance A building, for the purposes of fire safety design, can be separated into a number of firecells. Firecells are separated from each other and exitways by fire-rated construction that has a fire resistance rating. Fire-rating performance is the ability of the fire-rated construction to achieve the required fire resistance rating.
Load-bearing To bear weight and force of a load.
Lintel A horizontal frame spanning an opening in a wall. (Refer to NZS 3604: 1999.)
Means of escape from fire

in relation to a building that has a floor area,—

(a) means continuous unobstructed routes of travel from any part of the floor area of that building to a place of safety, and

(b) includes all active and passive protection features required to warn people of fire and to assist in protecting people from the effects of fire in the course of their escape from the fire.

NUO

Network utility operator (NUO) means a person who—

(a) undertakes or proposes to undertake the distribution or transmission by pipeline of natural or manufactured gas, petroleum, or geothermal energy; or

(b) operates or proposes to operate a network for the purpose of—

(i) telecommunication as defined in section 5 of the Telecommunications Act 2001; or

(ii) radiocommunications as defined in section 2(1) of the Radiocommunications Act 1989; or

(c) is an electricity operator or electricity distributor as defined in section 2 of the Electricity Act 1992 for the purpose of line function services as defined in that section; or

(d) undertakes or proposes to undertake the distribution of water for supply (including irrigation); or (e)undertakes or proposes to undertake a drainage or sewerage system. (Refer to section 7 of the Building Act 2004.)

Porch A covered shelter projecting over the entrance of a building.
Term Definition
Rafters

A framing timber normally parallel to the slope of the roof and providing support for sarking, purlins or roof coverings.

Sanitary facilities Plumbing which is intended for sanitation (ie, activities of washing and/or excretion carried out in a manner or condition such that the effect on health is minimised, with regard to dirt and infection).
Sanitary plumbing Refer to section 3 of Plumbers, Gasfitters, and Drainlayers Act 1976.
Specified system

(a) means a system or feature that—

(i) is contained in a building; and
(ii) contributes to the proper functioning of the building (for example, an automatic sprinkler system); and
(iii) is declared by the Governor-General, by Order in Council6, to be a specified system for the purposes of this Act; and

(b)includes a cable car.

Trusses An engineered roof framework.
Veranda

A roofed space extending from a building.
