M-02.1 Quality assurance policy development
M-02.1 Quality assurance policy development refers to regulation 17(2)(b) and must be read in conjunction with regulations 5 and 6.
Roles and responsibilities
- It is the responsibility of the (TBA) to ensure that the quality assurance policy is developed and reviewed at appropriate intervals.
- It is the responsibility of everyone in the organisation to recognise the authority of the quality assurance policy and adhere to its intent and philosophy.
- Quality is everyone's responsibility.
1 Purpose
The quality assurance policy provides the foundation, commitment and reference point for (organisation's name's) quality assurance system and building consent authority requirements. It incorporates all relevant regulatory and code of practice requirements.
2 General scope
2.1 The quality assurance policy for (organisation's name) exists to:
- achieve internal and external customer satisfaction
- comply with all relevant regulatory requirements (ie, the Building Act 2004 and regulations made under this Act, including the New Zealand Building Code)
- take all practical steps to provide appropriate processes and support an environment committed to continuously improving the efficiency and effectiveness of building control functions.
2.2 Efficiency and quality
The operation of a quality assurance system and development of quality principles will improve:
- the overall performance of (organisation's name) building control functions and reduce non-conformance in operations
- the consistency and quality of building control outputs (ie, better building compliance)
- service delivery and measurable customer satisfaction.
2.3 This is achieved by:
- ensuring employees and contractors properly understand and adhere to the organisation’s quality assurance system, its objectives and operating procedures
- providing continuing technical professional development and upskilling opportunities to its employees
- investing in and adopting appropriate resources and technology to support its operations
- improving collaboration and communications between (organisation's name's) internal departments or sections
- improving cooperation and communications between (organisation's name) and its stakeholders (ie, contractors, other building consent authorities, industry associations, customers and central government).
3 Quality assurance policy review
3.1 The quality assurance policy must be reviewed at least once per annum or at any additional time as required.
4 Quality objectives
4.1 (TBA) will define appropriate quality assurance system objectives and key performance indicators, which will be reviewed annually. These will be included in (organisation's name's) strategic plan.
