Where possible, please refer to the proposal numbers (eg, P1, P2) and question numbers (eg, Q1, Q2) we have used in this discussion document.

Your submission will become publicly available information. For this reason, you need to tell us if your comments are commercially sensitive or if you don’t want he public to see some or all of your submission. We will use the Official Information Act 1982 and the Privacy Act 1993 when we consider your request.

We need to get your submission by Friday 2 June 2006.
